FSSAI Paneer Rule 2026: Non-Milk Products May Lose ‘Paneer’ Label

FSSAI Paneer Rule 2026: Non-Milk Products May Lose ‘Paneer’ Label

FSSAI Paneer Rule 2026: Non-Milk Products May No Longer Be Sold as Paneer

Is the “paneer” you buy always made from milk? A new proposal from the Food Safety and Standards Authority of India (FSSAI) could change how some products are labelled and marketed in India..

FSSAI has issued a draft amendment proposing restrictions on products made from ingredients that are not derived from milk being sold or marketed as “paneer.”

What Has FSSAI Proposed?

Under the draft rules, products made from non-milk ingredients and falling under the “Analogue in Dairy Context” category would not be allowed to use the term “Paneer” in their product name, labelling or marketing..

The stated objective is to prevent consumers from being misled about the nature and composition of the food product..

What Is Analogue Paneer?

An analogue dairy product is designed to resemble a conventional dairy product but can be made using ingredients that are not derived from milk..

The proposed amendment specifically addresses paneer made from constituents not derived from milk. If the proposal becomes a final regulation, such products would need to use a different name and clearly represent their composition..

Is This Rule Already in Effect?

No.

This is currently a draft proposal, not a final ban..

FSSAI has invited objections and suggestions from stakeholders and members of the public. The draft will be considered after the prescribed 60-day consultation period..

So consumers should not interpret the announcement as an immediate nationwide ban on every non-dairy paneer-like product..

What Could Change for Consumers?

If the proposal is finalised, consumers could get clearer information about whether a product is actually derived from milk or is a dairy analogue..

Manufacturers and sellers of affected products may also have to change their product names, labels and marketing material..

For now, consumers should check the product label and ingredient information rather than assuming that every product using a paneer-like description has the same composition..
